2010-2011 Filing for and Auditing of Statements of Soil and Groundwater Pollution Remediation Fees

Since thr November of 2001, a total of NT$ 6,330,621,148 soil and groundwater pollution remediation fee has been collected. During this plan execution period, 721, 828, 716 and 735 and declaration reports was reviewed in the second, third, and forth quarter of 2010 and the first quarter of 2011, respectively. The reviewing results were then sent to the fee payers. After the completion of reviews, an audit was carried out by the accountant to check if the collected remediation fee is compliant with the information listed in the declaration report. Additionally, 62, 52, 53 and 58 export refund cases were reviewed during the second, third, and forth quarter of 2010 and the first quarter of 2011, respectively. Then the quarterly audit reports were submitted to EPA by the auditor. 420 on-site inspections were completed during the second, third, and forth quarter of 2010 and the first quarter of 2011, which include 260correct declaration cases (including those who made correction in their cases) and 160 cases required for further inspections. It was found that lubricant was the major item that required for further inspections. As the result of follow-up on-site inspections, a total of NT$ 9,940,818 was retrieved. As accommodating to the updating announcement of Soil Pollution Act and the implementation of Fees-Collection-Basis-Extension Plan, this Project has assisted the EPA in performing the updating of the Handling Fees Charging Rules already. Except reasonably reviewing the charging rate of existed matters and cancelling the refunds of products export, this Project has added the steel ingots, coals, coppers & nickels as well as the waste made by thirteen different careers into the fees-collection scope. After the fees-collection basis is extended, the collection amount of relevant handling fees will reach NT$ 1.009 billion per year. The new Fees-Collection Rules has been announced on 2011.3.7 and is going to be held since 2011.7.1. After that, this Project will collect the respective opinions coming from the fees-payers and submit the correction suggestions in response. We provide technical services include two telephone lines and web system for related consultation and information to fee payers.
